Yes, this change applies to all authors who are tax residents of Russia, regardless of the region in which they live.
If payouts are still restricted, how does this affect my total earnings or tax obligations?
US withholding tax is applied at the point when income is earned (for example, when a sale is made), not when payouts are made. Although current sanctions mean that Envato is still unable to process payouts to Russian authors, tax obligations under US law still apply at the time of earning.
What happens to earnings made between 16 August 2024 and 1 August 2025 - what tax rate applies?
We will apply the new 30% withholding tax rate to US-sourced earnings made from 1 August 2025 onwards. No changes will be made to earnings generated before that date, including those made between 16 August 2024 and 31 July 2025.
Do I need to submit a new W-8 form or take any action with the IRS or Envato?
No action is required from you at this time. We will update the applicable withholding rate on our end based on your existing tax information.
